xwhisper

Usage: xwhisper name|# message 
LIMITED TO REGISTERED USERS

  Sends your message to all the observers of a designated game but NOT to the
players.  (Only users with a 'kiblevel' variable setting might not receive
your message.)  The xwhisper command overrides any 'primary' designation you
might have.  You must be observing or playing a game in order to use this
command.

  Examples:

     xwhisper bozky Shouldn't White play Ne3 now?
     xwhisper 12 This is a textbook draw now.
