qtell
Usage: qtell <handle|channel number> <message>
RESTRICTED FOR USE BY TD PROGRAMS
"qtell" sends a special tell to the specified user or channel
number. The receiver of a qtell will see the message you posted as
followed: ":message". For example "qtell pgv test" will display
":test" in the console of user pgv. The receiver can not see who this
qtell is from unless it is specified in the message send by the transmitter.
You can specify new lines in a qtell with the newline character (\n).
For example "qtell user line 1\nline 2" will be displayed as:
:line 1
:line 2
